Merrill's romance cutscene doesn’t queue until after her Questioning Beliefs quest. The Flirt option indicates that she is available, but she will be considered queued so long as any Flirt option was taken beforehand, not necessarily this one. Note that Merrill is contact me always last in the queue, so Anders must be outright dumped before she will visit.

Ultimately there is no happy ending for someone who consorts with demons, nor for people who distrusted her so much that they couldn’t let her face the consequences. But Merrill is subversive, tragic, and somehow, still a joy to know.

Sebastian is only available if you have the Exiled Prince DLC. His family are nobility from Starkhaven, making him a prince. Recruiting Isabela is optional. You will need to complete the “Fools Rush In” quest for her to become an active party member. If you do not complete this quest you will not be able to recruit her, even then she is important for parts of the story.

When playing through Sebastian’s “Repentance” quest, you will be able to find his grandfather’s bow. You will find it in the Harimman estate by looting the body of a Flint Company Mercenary in the basement. Return to the Chantry to give this to Sebastian for a relationship boost.

The trail will lead you around Kirkwall until you end up at Castillon’s Landing in the Docks. Head through the area until you get into a fight with Velasco. When he is dead you can loot his body for a key. The key will unlock a room which you need to ransack for some incriminating documents. With those in hand you need to contact me move back through the area to confront Castillon.

Merrill has sensitive nature and contact me has been rejected by her clan. Treat her with kindness and be supportive to ensure a friendship.
